Transfer or exchange your home
Most Housing Executive and housing association tenants are allowed to transfer from or exchange their property.
Transfer to another property
If you already hold a Housing Executive or housing association tenancy you should contact your housing officer to discuss a transfer and request a Housing/Transfer Application Form.
Your request for a transfer will not normally be considered where:
- Your existing tenancy is less than two years old
- You have arrears of four weeks or more
- The existing property is not in a good state of repair or you owe recoverable charges for repairs
- You are guilty of any other serious breach of tenancy conditions
Your current landlord will assess your housing needs and place you on the list for a transfer to alternative accommodation owned by any of the participating landlords within your areas of choice.

Exchange your home
You may wish to ‘exchange’ homes with another tenant of Apex, NIHE or another housing association. If so, you must request permission to exchange from Apex by submitting a ‘Transfer/Exchange Form’. If the person with whom you wish to exchange is a tenant of another social landlord, both Apex and the other landlord must approve the exchange before it can take place. If an exchange is not approved, you will be given reasons, in writing for the decision.
Introductory tenants do not have the right to exchange during the trial period.
Recommendation
Apex recommends that all tenants considering an exchange register their details on the Homeswapper.co.uk website. Registration is free of charge for all Apex tenants.
